As per the article 46 of the executive by-law and article 17 of the law supporting the rights of software producers, all provincial associations include a disciplining council comprising of 3 to 5 members introduced by the board of directors, one of whom should be a lawyer, and all of whom are appointed by the order of the central council chairman for a term of three years and their reappointment in also possible. The duty of the aforementioned council is to hear the cases brought by natural and judicial persons regarding professional and disciplinary violations of the members. On the basis of 50, 51, and 52 of the said by-law the details of the proceedings, disciplinary punishments and appealable cases are determined in the disciplinary council of the association.
This council is now formed in 15 provinces and their employment orders have been confirmed by the organization. The policy of such councils is to settle the disputes through compromise and conciliation; however, in some cases some judgments have been made. The said judgments are binding and have been enforced by the assistance of the police and the judiciary.
